cannot install hololens emulator

i have win 10 pro, hyper v turned on in bios, visual studio 2017 with uwp workload installed, 16 gig of ram, i7 and plenty of space on ssd drive.
Help!
I have to get this working for a project. Do I need to go back to 2015?
